[Centre panel]'IN HONOURED MEMORY OF / ADMIRAL SIR MAX KENNEDY HORTON / G.C.B., D.S.O. / COMMANDER IN CHIEF / WESTERN APPROACHES / 1942-1945 / BATH KING OF ARMS / FREEDOM OF THE CITY OF LIVERPOOL', [Right hand panel] 'May there never by wanting in this Realm men of like / Spirit and Imagination / Discipline and Valour / humble and unafraid / to serve England in her / + hour of need + / his Spirit Returns / to God who gave it.' [Right hand panel] 'My Lords Commissioners of / the Admiralty recall that you / assumed command of the / WESTERN APPROACHES at a time when the UNITED KINGDOM was subjected / to the most grievous attacks / in its history. On the successful / issue of the BATTLE OF THE / ATLANTIC depended the future of this EMPIRE and / indeed of the world.'
